Haruna Iddrisu Condemns Joe Wise For Partaking In The Approval Of the Rejected Budget

The leader of the Minority caucus, Haruna Iddrisu, in parliament have condemned the First Deputy Speaker, Joseph Osei Owusu, for partaking in the approval of the rejected budget.

Agitated Members of Parliament(MPs) from the Minority side, who accused the First Deputy Speaker of bias, sprang from their seats shouting on top of their voices and snatched the Speaker’ s Chair.
The Minority members were totally angry when Hon. Osei- Owusu refused to bring the Minority’ s rescission move to a vote.

The First Deputy Speaker had concluded tha he could be deemed to make up the quorum required for the Majority to pass the budget on Tuesday. Hon. Osei- Owusu suspended sitting for an hour about 3. 30 p. m. due to the tense environment.
The session resumed at 5. 24 p. m. and the proceedings were taken over by Hon. Andrew Amoako- Asiamah, the Second Deputy Speaker.

As situation deteriorated when the First Deputy Speaker rejected the application by the Minority Leader, Hon. Haruna Iddrisu, the Minority MPs surged towards where the Mace stood and the Clerks at Table sat but the Marshalls of Parliament hurried to preserve the Mace.
Again, one of the Minority MPs weaved his way through his MPs and the parliamentary staff to move the seat from its original position and threw it on the floor.

The Minority Leader’ s motion stated that the 137 Majority members of the House who approved a budget statement subject to concession should be declared null and void, as well as unlawful.

He criticized the Deputy Speaker for his indulgence in the decision for the House to approve the budget statement subject to concession, claiming that the move was illegal and in violation of the House’ s Standing Orders.

He informed the Speaker, ” You are in the chair, and you added yourself to the number of people who made a quorum. Including yourself to the quorum yesterday is a violation of our Standing Order 48 (1). “
Hon. Iddrisu remarked, referencing Standing Order 48 (1), which states: ” The presence of at least one- third of all Members of Parliament excluding the person presiding shall be necessary to constitute a quorum of the House. “

He also referred the Deputy Speaker to Order 109(2) which states: ” No question for decision in the House shall be proposed for determination unless there are present in the House not less than one- half of all the members of the House, and except otherwise provided in the Constitution the question proposed shall be determined by the majority of the votes of the members present and voting. “
In view of the Minority Leader, Hon. Osei- Owusu, who was presiding, was barred by the provisions of Standing Order 30 as he assumed the role and responsibilities of the Speaker of Parliament.
